Conference for Russia’s mine surveyors successfully completes this years’ work

Maxconference held the V conference «Land use in mineral resources development», which this year brought together about 200 participants from different regions of the country. Enormous interest in the event was due not only to high level of professional reports, but also to the latest legislative initiatives of the government.

Experts from the Main State Legal Department of the President of the Russian Federation and Forestry committees of various regions spoke about the prospects for developing land legislation and interpreting laws related to the use of forest lands. Lawyers assessed the new legal acts and legal conflicts. Issues related to the use of land plots for geological exploration, seismic and survey work were in the focus of constructive discussions in the framework of the event. Representatives of the Perm region, Irkutsk region, and Moscow region, as well as managers of large mining companies, took part in the panel talks about the draft Federal law «On amendments to the Forest code of the Russian Federation in terms of improving the use of forests and determining the ownership of wood». A separate session was dedicated to the complex problem of servitude (easement). The case study was presented by a lawyer from the Ministry of economic development. The expert gave not only a definition and assessment of the public easement, but also pointed out the mistakes of subsoil users, providing recommendations for work on forest Fund sites.

The audience of the conference paid special attention to the issues of land reclamation and reforestation during mineral resources development. This topic became the focus of the second day of the event. A lively discussion on the current issue for mining companies was supported by surveyors from all the regions present: from Chukotka to Arkhangelsk.

The unsolved nature of many legal problems and the lack of transparency of procedures related to land reclamation raised many questions among the participants of the conference. They were answered by lawyers and representatives of state agencies; colleagues from other regions shared their experience.
