Conference: Use of different types of asphalt concrete mixes in road construction

Speakers from Russia, South Korea, Germany, the Netherlands and the Republic of Belarus were in attendance.
It was for the first time that the conference began with a vigorous debate about the current state of roads in Russia and the compliance with the government regulations. The round table brought together road construction experts from Rosavtodor, GK Avtodor, SibADI (Road research centre of the Siberian State automobile and highway fcademy), VAD, UK «Autodor».
Alexander Kamensky of Rosavtodor opened the conference with an overview of its rulemaking activities. «Rosavtodor’s current main task is to put in place the regulatory documents for the final result (rather than separate products): technology for making asphalt concrete pavements using various modifiers,» said Mr Kamensky. He also spoke about the development of the national prestandard (PNST) that will define the specifications for cold asphalt concrete mixes.
A large number of additives are used in asphalt concrete mixes, and Rosavtodor recommends that the federal public institutions and laboratories should supplement temperature ranges for binders with performance grading (PG classification) in their design documentation requirements.
Sergei Iliopolov, deputy head of The Russian Highways State Company (Avtodor) pointed out that there was no regulatory and calculation framework at the moment that would allow for proper estimates and design of flexible pavements capable of meeting the time-between-repairs requirements. «The numerous national prestandards apply to the elements of the road structure only. If Rosavtodor’s time-between-repairs requirements are to be met, a regulatory framework for calculation and design of flexible pavements is needed,» he said.
As a follow-up, Grigoriy Levashov, director of SibADI, made a presentation on errors in the national prestandard on the design of flexible pavements and offered recommendations to address them.
The round table discussion culminated in a resolution calling for the development of the regulatory framework for calculation and design of flexible pavements, which could attain Rosavtodor’s time-between-repairs requirements. All those involved in the discussion unanimously agreed that national prestandards and a number of other regulatory documents needed revisiting.
In conclusion, the Federal Road Agency invited everyone to participate in independent interlaboratory comparative tests of polymer-bitumen binders. The second «issues cluster» discussed at the conference was devoted to the use of the modified asphalt concrete and laboratory quality control of asphalt mixes. Dr Zhao Su, senior materials scientist at Icopal BV, made a presentation on S-polymer and epoxy-modified bitumen binders at cold application conditions.
The exchange of international experience in innovative asphalt pavements continued with the presentation by Armin Kohl, road construction product manager at Rettenmaier.
Yulia Min, overseas sales manager at Hansoo Road Industry Co., then spoke about sustainable asphalt repair and preventive maintenance technologies.
Production of asphalt concrete mixes and pavement regeneration in Russia and abroad became one of the main themes for discussion. Mikhail Slavutskiy, head of quality control department at FKU Tsentravtomagistral, focussed on customers’ quality assurance for batching, production and pavement of asphalt concrete mixtures under the Superpave technology. There were also contributions about recycled asphalt in hot mixes and asphalt granulate in warm and mastic asphalt mixtures.
Experts would highlight throughout the conference the importance of the asphalt concrete pavements lifetime extension as well as of quality control during the asphalt concrete production and laying.
